The goal of this study is to explore the feasibility, implications, and complementarity of space-based inter-domain routing compared to the ground-based approach currently employed within large satcom networks. (I.e. establishing IXPs in orbit). The study will assess the technological, economic, regulatory, legal, and operational factors to identify the most viable and beneficial approach for future global satellite communications infrastructure, and hence generate insights into both the viability and advantages of transitioning from ground-based inter-domain routing to a space-based approach for future satcom systems.
