    The miniaturisation of electronics and increased affordability of accessing space has revolutionised the sector, with new actors joining and launching commercial constellations of small satellites.

    We expect a substantial rise in the launch of small satellites (below 500kg) in the upcoming decade, and this surge shows the growing demand for in-space operations. As more objects occupy Earth’s orbit, prioritising the safety and sustainability of operations is increasingly important.

    New Markets for In-Space Services

    This rise in space activities will also result in the emergence of new markets for in-space services, including:

    • active debris removal (ADR)
    • orbital lifetime extension services
    • on-orbit servicing, assembly, and manufacturing (OSAM)
    • last mile logistics (LML) or last mile delivery (LMD)
    • space situational awareness services (SSA)

    These new markets are projected to mature by 2031 with a cumulative revenue of €4.4 billion.

    ESA, and other public bodies, will play crucial roles in facilitating the growth of technologies to advance these markets, and in establishing essential standards and policies which promote safe and sustainable practices.

    Supporting a Space Transportation Service Ecosystem

    ESA is supporting the development of in-space transportation capabilities under the Future Launchers Preparatory Programme (FLPP), with the intention of accessing new destinations and undertaking missions such as spacecraft servicing, repairs, and in-orbit construction of large structures.

    ESA is committed to the commercialisation of In-Orbit Services (IOS) and is also at the vanguard of responsible development in space. ESA’s Space Safety Programme is leading the implementation of the Zero Debris Charter Initiative to ensure the safety and sustainability of space operations.
