    ESA Third Party Missions programme for fostering R&D, entrepreneurship and Earth science in Europe

    A strong space sector can play an important role in supporting innovation, competitiveness, and sustainable economic growth in Europe. At the heart of this effort is the European Space Agency’s (ESA) Third Party Missions (TPM) programme, an enabler of commercial, national and international Earth observation (EO) opportunities for Europe.

    Four decades of access to EO data

    The ESA Third Party Missions foster entrepreneurship and accelerate scientific breakthroughs. For more than four decades, ESA’s TPM programme has empowered research institutions, and ESA incubation centres from ESA Member States by sourcing and providing access to non-ESA EO data.

    Today, the programme which is managed in the ESA Earth Observation Directorate offers EO data from over 60 satellite missions, supporting research and development, business incubation, and the creation of innovative downstream applications. By consolidating diverse commercial datasets within a single framework, ESA makes high-resolution EO data more accessible to a global community of users, fostering innovation and market growth.

    The combined use of institutional and commercial data solutions creates powerful synergies and unlocks new potential for Earth-system science and related applications.

    Strengthening Europe’s space economy

    The TPM programme plays a significant role in strengthening Europe’s space economy. It accelerates the uptake of commercial EO data and enables startups, SMEs, large corporations, academia, and institutions to transform ideas into developing viable business solutions.

    Through agreements with European commercial data providers, ESA acts as an initial anchor customer, purchasing data and making it available to users. This model creates a win-win ecosystem: companies benefit from a reliable initial revenue stream and increased visibility, while users gain access to a diverse and high-quality portfolio of EO data. This approach supports the long-term sustainability of Europe’s commercial space sector.

    Linking EO data and market uptake

    The TPM portfolio includes a wide range of missions delivering valuable insights across multiple domains. These encompass very high-resolution optical imagery, greenhouse gas monitoring, radio occultation data and synthetic aperture radar capabilities. By integrating data from leading commercial providers, ESA ensures that users have access to cutting-edge information to address global challenges such as climate change, environmental monitoring, urban development and disaster management.

    In recent years, the programme has focused on supporting emerging European New Space companies. By engaging with innovative startups across ESA Member States, TPM fosters technological advancement and supports a dynamic and competitive European EO ecosystem. This commitment strengthens Europe’s leadership in commercial space activities while enabling new market opportunities.

    By capitalising on commercial advances in remote sensing, the ESA Third Party Missions programme serves as a bridge between data providers and end users. It supports innovation, stimulates entrepreneurship and enhances Europe’s strategic autonomy in space-based services.


    The ESA Commercialisation Gateway supports the ESA Third Pary Missions programme in further amplifying selected TPM success stories and other TPM related outreach material.
