Gordon Campbell has been working at ESA since 1999 to develop EO applications and expand EO uptake among operational/commercial stakeholders. This has included a focus on a range of maritime applications including metocean information, bathymetry, pollution control and port operations management support. Before this Gordon worked on defence systems covering the initial design to prototype verification phases.
At the beginning of Copernicus Gordon was responsible for the specification, development and verification of prototype service networks. These were transferred to ES as Copernicus Core Services, in particular the Copernicus Security Services and the CleanSeaNet service operated by EMSA. This has evolved to address stimulating expanded uptake of civilian EO within the wider security community
In conjunction with this he has worked on better connecting European EO capabilities into International Development Bank activities, in particular the World Bank and the Inter-American Development Bank. This included significant effort on port infrastructure development, maritime safety and fisheries control. He has been developing methods to exploit platform-based approaches for diverse EO/non-EO layers fusion and simplifying the embedding of EO into user working practices (including security domains such as investigation of environmental crimes/crimes against humanity and enhancing regional monitoring to support counter-proliferation).
Since 2012 he has been working with countries as they prepare to join ESA to elaborate strategies to develop national EO capabilities. This is defining how these fit with other national policies (eg environment, health) and how to best exploit participation in ESA programmes to address national priorities.
