Philip is Head of the ScaleUp Programme Division in ESA’s Commercialisation, Industry and Competitiveness Directorate. His remit covers the growth, development and evolution of space commercialisation networks (BICs, Brokers, PhiLabNET) enabled by ESA, and also advising various ESA programmes on commercialisation, including market development and seeding. Prior to joining ESA in 2023, Philip was a senior civil servant in the UK and Scottish Governments, with his last two roles being Deputy Director of Space Programmes, Investments and Sector Policy, and Deputy Director of Investment Finance.
